			<content:encoded><![CDATA[<p>Starting in September, individuals and families will once again be able to camp with their horses, mules and ponies in the Cuyamaca mountains east of San Diego. For over 50 years, horse enthusiasts enjoyed shady campsites and quiet trails at the Los Caballos Family Horse Camp in Cuyamaca Rancho State Park. But after the Cedar Fire in 2003 cultural resource protection issues shut down the camp. Now, with the anticipated opening of converted facilities at the Green Valley<br />
campground, equestrians will have a place to camp in the park.</p>
<p>In 2003 the Cedar Fire devastated much of San Diego County in southern California. Many public facilities were closed due to damage or for resource protection. In the 7 years since the fire, the Cuyamaca Equestrian Association (CEA) has attempted to work with California State Parks to reopen the Los Caballos Family Horse Camp in Cuyamaca Rancho State Park. Failing that, the hope was to establish a new family camping experience comparable to Los Caballos.</p>
<p>In 2008, State Parks announced it was going to &#8220;clean up&#8221; Los Caballos Horse Camp, which had been left relatively undamaged by the fire. CEA discovered that the result of this &#8220;clean up&#8221; project would have been the complete dismantling of the equestrian camp.</p>
<p>CEA, after requesting and receiving input from the membership, along with donations, filed a lawsuit on October 30, 2008 in order to stop the State Park&#8217;s proposed &#8220;cleanup&#8221; project. Prevailing in the<br />
lawsuit would have left Los Caballos in its current condition, but would not have allowed for the reopening of the camp for equestrian use CEA has kept the lawsuit open while negotiating in good faith with State Parks and then monitoring the process for the conversion of Green Valley<br />
Falls Sweetwater Loop into a family equestrian camping area.</p>
<p>In July, 2010, CEA&#8217;s attorney, Cory Briggs, received the following from State Parks attorney, Carol A. Squire, &#8220;The conversion project for the new horse camp in Green Valley will be completed by the end of<br />
next month, August 2010.&#8221; Accordingly CEA has filed for dismissal of the litigation.</p>
<p>CEA member groups and fellow equestrians are looking forward to the anticipated September 3rd opening of the Green Valley equestrian loop. Individuals, families and friends will once again enjoy camping and riding in Cuyamaca Rancho State Park. Development of a replacement camp for Los Caballos in the north end of the park remains to be accomplished.</p>
<p>Groups and individuals have donated generously to support the legal efforts by CEA. After paying all attorney fees and court costs, $1,500 remains in the CEA treasury. In accordance with CEA&#8217;s commitment to refund the balance of funds donated specifically for legal costs, we have been asking these donors to allow CEA to transfer the donor&#8217;s refund into a designated Green Valley Falls Equestrian Camp fund.  A letter to those donors will be mailed shortly.</p>

Meeting day and location: CEA board has decided, since most member groups do not send representatives to CEA General Meetings and the distance of most members to attend meetings and the ease of communicating through email, that CEA General Meetings will be held biannually, the first Thursday of April and October.  The next meeting will be April 1 and then October 7 at Coco’s restaurant,1324 E. Main Street, El Cajon (near Main and 2nd/Jamacha). The meetings start at 7 p.m. Come at 6:30 and have dinner beforehand and visit.<br />

<p>CEA is continuing to negotiate a settlement with respect to preserving (not reopening) Los Caballos. CEA remains committed to the family camping experience in Cuyamaca Rancho State Park. </p>
<p><a href="http://www.parks.ca.gov/pages/980/files/equestrian_facilities_project_draft_eir.pdf">Draft Environmental Impact Report on Cuyamaca Equestrian Facilities</a> is out.  For supplemental information (layouts and maps) see <a href="http://www.parks.ca.gov/?page_id=983">figures  </a>scroll down to San Diego then to Cuyamaca. </p>

•	Trail conditions –  Great trail riding conditions except for fallen trees after winds. Be prepared to backtrack if you can’t pass the obstacle. Remember to use fire roads after rains to give the trails a chance to firm up so as to prevent trail damage.  Enjoy your park!</p>

•	Trail conditions –  Granite Springs has water again, but be prepared in case it goes dry! Water is available at Dyer Springs. Ceonothus is making some trails unridable, such as Harvey Moore from Granite Springs to Harpers Creek and parts of the West Mesa Trail. Trail Maintenance Unit really could use some help to take the trails back! This time of year is perfect for working on the trails.</p>

Just a reminder, if you are shopping online you need to go through GoodShop.com or one of the other buttons on the GoodSearch tool bar to obtain the donation.<br />
•	Bookmark GoodSearch.com and GoodShop.com.as favorites and use them when making online purchases.  Enter Cuyamaca Equestrian Association in “Who do you GoodSearch for?”, then enter your search. Next time you search CEA will already be listed. For shopping you are asked to enter the store name, so I just tried Amazon which gives 1.5% donation! </p>
<p>With one person using this tool, CEA raised $10 over a three month trial period; imagine if the entire horse community used this tool to further equestrian causes.</p>

Three CEA Board positions were filled, each by unanimous vote. You may remember that alternating halves of the board are elected each year, to avoid having an entirely new board all at once. The newly elected members are: Bernie Martin, Ernie Smith, and Cindy McKievick. Many thanks to them for their willingness to put in the time and effort required for this work.</p>

Closing state parks as a state budgetary solution is faulty given that more money is generated in our economy by state parks that they cost the state. Dirt roads and a network of trails offer lots of riding options.  The trails have not been maintained for the last 2 years, so be prepared for uncertain trail conditions. Cost to day ride is $13. Cost to camp is $26/night.  No group discounts. No reservations necessary. Guard gate is “manned” 24/7; check in and pay there on arrival. Bring all water for yourself and horse/s. <p><strong>Save Los Caballos:</strong> A step closer to trial on CEA’s legal petition to prevent State Parks from destroying the historic Los Caballos Horse Camp by skirting the CEQA process.<br />
At the April court date a continuance was obtained in order for State Parks to make a proposal. Another court date is May 14 to set trial if a settlement has not been reached. CEA is fully prepared for trial. Would you please send a tax deductible donation to support this legal action?  Cory has significantly reduced his fees on our behalf as he believes State Parks will lose in court and end up paying his attorney fees.   Please consider sending a donation and also asking folks (not just equestrians) who value recreation access to our public lands to support this effort.  Tax deductible donations may be written to CEA and sent to CEA, PO Box 79, Descanso, CA 91916.  Any donation of $500 or more will be matched and also qualifies for a refund (proportional to expenses incurred) if the lawsuit settles or we prevail in court.  CEA is also seeking to partner with other trail advocates, corporations, access organizations, seek grants, and others. Bring a large trash bag along when coming to the park and help out park staff. Please do not empty your horse trailer manure; load any piles back into your trailer. Be good stewards and examples.</p>
<p><strong>Camp and Ride in Borrego </strong>– Vern Whitaker Horse Camp The trails and camp at Vern Whitaker are “fabulous”. Camp spots are available. The weather has been great.  Flowers will be blooming after the latest rain. The road to the camp is well maintained as well as the camp and trails. <p><strong>Save Los Caballos: </strong>A legal petition was filed to prevent State Parks from proceeding to destroy the historic Los Caballos by skirting the CEQA process.<br />
The first settlement meeting in December between CEA and State Parks was productive enough to plan another settlement meeting which has not yet been scheduled. The holidays have delayed the process. The lawsuit continues to proceed. The lawyers are taking the next step in preparing for trial.</p>

<p>Oral histories, photos needed now - especially of day use area and restroom, the core of the historic camp. Video or written accounts of Los Caballos are urgently needed to document the historical significance of Los Caballos and the California Riding and Hiking Trail. <p>Monitor Los Caballos - State Parks has been known to act deceitfully in the past when they removed the wild horses from Anza Borrego on a weekend when Backcountry Horseman were away at their Rendezvous. Whenever you are in the park, please go by/ride by to look at Los Caballos. If you see any activity in the camp, please report immediately to Peggy or Bernie Martin 619-445-1289, Ernie Smith 619-445-8313, or Vickie Cottle 619-659-0193.</p>
<p><strong>CEA Board election</strong><br />
Vickie Cottle, Linda Eskin, Peggy Martin, and Nola Michel were elected unanimously to the 2009 CEA Board. Officers will be selected by the board and installed at the January 8 meeting.</p>

Dinners ($20 each) and breakfasts ($8 each) may be purchased til September 12; forms available at www.cuyamaca.us and www.cuyamacaequestrian.org Historic Ride will be staged at Los Vaqueros Group Camp ride out 10:00 on Saturday, September 28; limited parking along Los Vaq road for day riders, also you can park at Hual Cu Cuish and ride over. 			<content:encoded><![CDATA[<p>Below is a scanned and character recognized version of the privately funded nomination for the seasonal Kumeyaay village site known as Ah Ha Cuyamac. The document is an interesting read including a background into the Kumeyaay culture. Some of the pages of the nomination contained sensitive data and were removed by park officials. CEA encourages users to thoroughly read this document. There is language in the document that restricts recreational use in the area and potential additional areas in Cuyamaca State Park. CEA supported this nomination but vigorously opposed inaccuracies in the document and this restrictive land management language at all levels of the nomination review process. CEA attended the local review held at San Diego County offices and the California State Historic Preservation Office meeting held in Beverly Hills. The village site is located along both sides of the Stonewall Mine access road with Los Caballos Horse Camp located on the south east corner of the village.<br />

<p>Park News</p>
<p>* Los Caballos Trail â€“ It was hoped that this important connecting trail between the Marty Minshall trail by Cuyamaca Lake and the California Riding and Hiking Trail toward Azalea and points south would be reopened August 1. There have been some delays due to additional Native American consultation and additional archeological studiesâ€¦.CEA will continue to check on progress on reopening this trail.<br />
* Horse camp in Cuyamaca - CEA requested information on the status of Los Vaqueros North which was the overwhelming favorite in the NOP of July 2006. Per State Parks: â€œAfter consultation with local Native Americans (required by law) the advice of our legal counsel was that using that site would be difficult to defend legally.â€<br />
* Equestrian Staging Areas<br />
o Paso Picacho East â€“ CEA reviewed concept designs and made input for horse and rig friendly modifications. Drawings need engineering input next.<br />
o Hual Cu Cuish - Please tell people about this equestrian staging area just off Milk Ranch Rd near Cuyamaca Lake, Azalea and Middle Peak. Reminder: pick up all manure and trash. Practice â€œLeave No Traceâ€.<br />
* Granite Springs Water â€“ The pump needs replacing at a cost of $3406. Due to the state budget situation, this project will wait for needed funds, along with other park deferred needs. In the meantime, water is available at Dyar Springs.<br />
* Merigan Staging Project â€“ No update.<br />
* Adopt a work party - Encourage your club membership to volunteer for a workparty</p>

<p>CEA is sending Linda Eskin and Nola Michel to the annual meeting of CET&#038;LC, â€œA collective voice representing the many thousands of California&#8217;s equestrian trails and public and private land users. . .â€ www.calequestriancoalition.org Also see www.californiatrails.org Common Ground Task Force.</p>
<p>Los Caballos Historic Site nomination â€“ Historic Inventory Assessment</p>
<p>As you know, when the destruction by State Parks of Los Caballos was planned in September 2007, CEA set out to preserve and protect Los Caballos as a historic site. CEA initiated a project to support a formal historic site nomination and requested donor funds to support that project. In the research and efforts to develop supporting documentation and in consultation with our advisor Bill Davis, it became apparent that the project was beyond the scope of CEA and was likely not the most effective approach. In addition we appreciated the greater historical use of the north end of the park, beyond the horse camp and including the various historical period of early exploration, Mexican land grant, mining, logging, grazing, transportation, Cuyamaca City, Stonewall Mine, California Conservation Corps projects, camping by Boy Scouts and Girl Scouts, development of the State Park, California Riding and Hiking Trail, along with Los Caballos.</p>
<p>Most importantly the formal acceptance and publication of the private party funded and State Park supported Village Site Historic Nomination alarmed all recreation-minded individuals and organizations with its restrictive land use language and stated intent to broaden impact to Stonewall Peak, Hual Cu Cuish and other park treasures. Therefore, we asked Bill Davis to create a statement that would present the concerns of all users and enjoyers of Cuyamaca State Park. CEA concluded again that this issue is larger than the equestrians and larger than Los Caballos and approached CRSPIA to join forces in editing the statement and presenting it to State Parks. CRSPIA Board agreed and will work with CEA in this project.</p>
<p>CEA, and CRSPIA, believe this is the most important action to be taken on behalf of all the citizens of California who are at risk of being closed out of their state parks. Los Caballos is the symbol/emblem representing a drift away from balancing recreation and resource protection, a movement toward closure rather than legally provided mitigation, a higher value placed on prehistoric rather than historic uses, and an exclusion of the public from public lands. Please join with CEA and CRSPIA in taking a stand. Once itâ€™s lost, itâ€™s gone.<br />

<p>Cuyamaca Equestrian Association is requesting funds from horse organizations and individual equestrians for the following accounts to further CEAâ€™s work. Donations are tax deductible.</p>

o	Baby trees need watering! Adopt a plot to water or help on the 3rd Saturday of each month. Meet at 8:00 at the park offices in the Old Stone House near Paso Picacho. Ask for Ranger Bob Hillis.<br />
o	Currently no water available at Granite Springs.<br />
o	Los Caballos Trail is expected to reopen August 1, thereby restoring the loop around the horse camps and access to the California Riding and Hiking Trail from the Hual Cu Cuish equestrian staging area.</p>
<p>Los Caballos Historic Site nomination Documentation for a Los Caballos historic site nomination is being reviewed by consultant Bill Davis. CEA continues to gather<br />
documentation in support of this nomination. The rich history of the area is fascinating to discover and, hopefully, will be included in an inventory of significant historical sites in the north part of the park.  Such an inventory could lead to interpretive exhibits and greater appreciation of the history in the time period between the Native American village and the park.</p>
<p>CEA Gathering<br />
The Gathering at Old Chaney Ranch included great riding in a wonderful campground. Corrals, campfires, and outhouses with running water! Doesn&#8217;t get any better. CEA thanked host Ed Picozzi with a mirror for his guest house.</p>

Save gas, save money! If you get your wood on a day that you volunteer in the park, your mileage is deductible on your tax return!<br />

<p>Los Caballos Historic Site nomination</p>
<p>Documentation for a Los Caballos historic site nomination is being reviewed by consultant Bill Davis. CEA continues to gather documentation in support of this nomination. The rich history of the area is fascinating to discover and, hopefully, will be included in an inventory of significant historical sites in the north part of the<br />
park. Such an inventory could lead to interpretive exhibits and greater appreciation of the times between the Native American Village and the park.</p>
<p>CEA Gathering- <span class="yshortcuts"><span id="lw_1212614268_8" style="cursor: pointer">June 12-15, Thursday</span></span> through Sunday</p>
<p>Register now for the Gathering at the Chaney Ranch, just northwest of Warner Springs. Fees go up June 3. Camp under mature oak trees (water available), ride on your own on adjacent Forest Service lands and around the Ranch. Visit with new and old friends around the campfire. 13 corrals of various sizes are available, first come, first get. $35/person for the weekend.. $10/person for day riding. Children are free. www.cuyamacaequestrian.org for registration and release forms and information. No need to be a member of any sponsor group; CEA has purchased insurance to cover all participants.</p>
<p>CEA in action â€“ facilitating a solution</p>
<p>CEA was contacted by Terry Wooley-Howe, organizer of AERC rated endurance rides through the park for 10 years without incident or injury. Despite their safety record and ample insurance coverage, concerns had been raised by the park regarding issuing the special events permit. Safety for park visitors was a priority. CEA invited Terry and also Lynda Sterns, representing the NATRC competitive trail riding interests, to meet with CEA representatives and Superintendent Nedra Martinez. Superintendent Martinez explained her concerns, and Terry and Lynda were invited to describe their rides. The face-to-face exchange resulted in mutual understanding of the respective issues and realities. The rides will receive special event permits. Yeah! Thanks to all who participated.</p>

<p>Los Caballos Historic Site nomination</p>
<p>The CEA nomination committee  has been gathering fascinating information about the history of the area that is now Cuyamaca State Park. Cuyamaca City developed to serve the miners and others at Stonewall Mine. Did you know that Cuyamaca Peak used to be called Sawmill Peak for the logging operations there? A photo shows cattle grazing across the meadows to Stonewall Mine. The road that is now Highway 79 was constructed in part to  transport agricultural products from the area.  The Dyars invited friends to come ride horses on their beautiful lands.</p>

Although CEA has been very active in gathering information at the San Diego Historical Society, libraries, archeological organizations and other institutions, we still could use help to â€œfill inâ€ details of the history of Los Caballos and the cultural significance to equestrians. The history of riding clubs and equestrian groups is being gathered. </span></p>
